CONSENT AGENDA: Council member Storck moved, seconded by Miller, to approve the consent agenda with the following items: Audit of City Bills, SCMC Administrative Report, Gambling Reports, Application for Temporary On Sale Liquor License, Street Dance Permit – Eagles/Rock the GroundZ, Raffle License Report, 3/20/12 Planning Commission Minutes, Revenue & Expenditure Report, Application for Exempt Permit – Morris Fire Relief Association and an Arbor Day Proclamation. Motion carried. ORDINANCES AND RESOLUTIONS: Resolution Authorizing Fund Transfers: Council member Miller moved, seconded by Mayor Giese, to adopt Resolution #3078-4-12, Resolution Authorizing Fund Transfers. Upon a roll call vote taken and all present voting in favor, motion carried. CITY MANAGER’S REPORTS & RECOMMENDATIONS: Tourism Board Recommendations & Information: Hill indicated there are several recommendations from the Tourism Board which include approval of the Prairie Pioneer Days budget, acceptance of a tourism logo and a reimbursement request of $5,125.81 for the first quarter of 2012. The budget that was passed was right around $20,000 for the year. Council member Webster moved, seconded by Mayor Giese, to approve the three recommendations from the Tourism Board as mentioned above. Motion carried. City Manager Report: Hill reported with the recent weather awareness alert there were some concerns about the sirens. Hill stated the sirens aren’t necessarily built to a level so that people can hear them in their house. There are other systems in place that work really well to alert people of bad weather. Hill noted there is a siren on the east side of town that isn't working that will either be fixed or replaced. Hill stated the legislature is working on a statewide fireworks law that would allow the sale of all fireworks for a period of time each year. Council member Storck was not in favor of this and asked if the city could adopt its own ordinance to overrule it. Hill pointed out people already go to other states to obtain fireworks so that probably wasn’t something the city would look into. Considerable discussion was held on the status of the old elementary school. Hill indicated he hopes to have it torn down sometime next year. Storck suggested the council have a work session to look into possibilities for the site. Hill noted it could be done as part of the budget meetings. Hill stated the building has to be out of the way before anything else can be done and it’s going to take money from developers. Storck was adamant that there was something the city should be doing to get this process moving. Hill indicated the city is in the process of going through the environmental assessment worksheet to remove the school from the National Historic Register. - –––– PROPOSED –––– STATE OF MINNESOTA COUNTY OF STEVENS CITY OF HANCOCK MINUTES OF MEETING, April 9, 2012 –––– Pursuant to due call and notice, the regular monthly council meeting was duly held in the council room on the 9th day of April, 2012, at 7:00 p.m. THE FOLLOWING MEMBERS WERE PRESENT: Bruce Malo, Bruce Schmidgall, Brett Nelson, Dennis Schroeder and Jeff Kisgen. Mayor Schmidgall presided at the meeting. On motion by Nelson, second by Schroeder, council approved the consent agenda. Auditor David Euerle from Westberg Eishens was present to go over the 2011 audit. Overall things looked good. The only findings were the inability to report the management letter and separation of duties in the Clerk’s Office. He noted that we should always have at least 50% of the fund balance in reserve and we are at the 75% rate. Sewer account is still in trouble but 2012 should be better due to the rise in rates. As a balancing total the general fund was over $69,856, fire under $29,114 and library under $1195. He commented that in the future if we know of expenditures within the year do a budget adjustment right away to show better fund balances at the end of the year. City Attorney Neil Simonson presented his report. Simonson asked the council to postpone the personnel meeting with Employee Vern Christie until the May 14, 2012, regular meeting as he felt that Mr. Christie did not get sufficient notice as to the allegations against him and wanted due process for the employee and his attorney. He also presented to the council a copy of the letter from the doctor who is taking care of his medical conditions. Simonson does not feel that it is sufficient enough for the council to make a recommendation as to whether Mr. Christie can safely perform his duties of Public Works Director. Simonson will work with Christie’s attorney to get a letter mailed to the Clinic asking for details as to what he can safely perform while at work. No additional comments were made. Simonson noted that Blue Chip feed is still on track to be taken down the 23-27th of April. He will check with Police Chief Flogstad as to the possibility of a nuisance at the Dennis Dodds property located at 522 2nd Street. Police Chief Flogstad presented his report. Flogstad and Clerk Swenson created a request for information to hopefully eliminate confusion and anger of residents when wanting answers to questions. He stated that a couple of times in the month residents were in with questions that Clerk Swenson could not answer and residents were upset. They were not questions from her department so the answer to them was not satisfactory to the residents. The new form should be very helpful to residents and employee both. He applied for a safety grant through Otter Tail Power and will know by next month if he is awarded the grant. His office renovation is complete. Sentence to serve and volunteers helped to make it possible. He will be having an open house approximately April 26th. Hancock Pet Clinic will be May 5th from 9 a.m. till noon. He will be attending round table discussions the 4th Thursday of each month in Glenwood. He has already attended some and they have helped with incidents that are happening in our own city. He will check on who has the swat agreement as the paperwork he handed out does not show that Hancock’s is signed and turned in, but was completed two months ago. He will start working on a bike rodeo hopefully before school is out. Public Works Director Christie presented his report. He had with him a mud jacking company to talk to the council about fixing the sidewalks on Main Street. They explained the procedure as they would lift the sidewalk and then pump concrete underneath to level out the sidewalk. The Streets and Parks committee would like to see Main Street done before the All School Reunion which is July 6-7th of 2012. Clerk Swenson stated that there is $6000 in the Sidewalks Budget and that each property owner will be responsible for 50% of the cost following the sidewalk policy established in 2008. Council looked at the other bids presented and on a motion by Schroeder, second by Kisgen, council elected to hiring Mudpumpers, Inc. to do the mud jacking along main street. Christie also presented bids for other street and parking lot repairs. Clerk Swenson informed him that he needed to have multiple bids for each project as required by our auditor. Council requested that he gather more bids for the next meeting including a cement bid for the Community Center parking lot. The Hancock FFA will be contributing $2000 and labor to plant trees around the city. Christie asked if the council wanted to match the purchase. No action was taken at this time. He asked the council for permission to fix/grade 7th street. He feels that he should be able to fix it himself. Council directed him to contact Jeff Kisgen when he feels things need to be fixed. Ray Hoberg stood before the council and asked for an explanation on the expenditures for snow plowing. He is concerned that the city is spending too much money on snow plowing. Mayor Schmidgall stated that the City did not just look at the wages to remove snow put the purchase or repairs on the current equipment we have along with insurance. To this they made the agreement with Stevens County. Library report was in the packet for review. City Clerk/Treasurer presented her report. Clerk Swenson asked for permission to be assigned the Assistant Vice-President of Region 3 Minnesota Clerks Association. On a motion by Malo, second by Kisgen, council approved the request. On a motion by Kisgen, second by Schroeder, council approved a zoning permit for Bruce Malo at 274 7th Street. Motion carried. Clean up days are scheduled for May 9-12th. Swenson will contact the newspaper for placing the ad with the same rates as 2011. On motion by Malo, second by Kisgen, council adjourned the meeting.
